Description
The evaluation assessed the effectiveness, efficiency, coherence, relevance, EU added value, and sustainability of the European Commission’s humanitarian aid. It examined the Commission’s role as a humanitarian donor, as well as its humanitarian aid interventions, and the results it achieved between 2017 and 2022.
The evaluation found that EU-funded humanitarian aid interventions were grounded in humanitarian principles and effective overall. It also identified specific features that distinguish the European Commission’s humanitarian aid work from that of other humanitarian actors, particularly its field presence, and financial leverage. The European Commission’s focus on forgotten crises, support for Disaster Preparedness, and advocacy on cash-based assistance were regarded as particularly relevant.
The evaluation highlighted the need for greater efforts in advancing localisation, scaling up multi-year funding mechanisms, and strengthening cooperation in the operationalisation of the Humanitarian-Development-Peace Nexus.
