This study aims to provide the European Commission’s Directorate-General European Civil Protection and Humanitarian Aid Operations (DG ECHO) with an external and independent evaluation of the results of the Prevention and Preparedness Projects (PPPs) financed by the Union Civil Protection Mechanism (UCPM) budget during 2014-2020. The evaluation has the following specific objectives:  Highlighting the factors that are most critical to the success of a given PPP;  Identifying a list of ‘best practice’ projects that fulfil the evaluation criteria; and  Putting forward possible options for the short/long-term future of the programme and informing future calls for proposals, starting with the design of the 2021-2027 Multi-Annual Financial Framework (MFF) programming cycle. The scope of the evaluation included the 281 EU Member States, six UCPM Participating States and 19 eligible third countries. It covered 132 cross-border projects (Track 2)2 financed by the UCPM budget throughout the seven call cycles in 2014-2020, the evaluation period.
