
Every year the European Commission's Civil Protection and Humanitarian Aid Operations department (ECHO) publishes a number of calls for proposals concerning a range of relief and civil protection efforts. These calls for proposals are not for humanitarian funding which can be found under the Financing decisions.
2023 calls
- Technical Assistance for Disaster Risk Management (Track 1)
These grants provide national civil protection and other disaster risk management authorities of eligible countries with financial support for developing strategic disaster risk management actions. They aim to prepare investments or strengthen the institutional and policy framework for disaster risk management. These grants will also provide an important contribution to support the implementation of the recently adopted EU disaster resilience goals.
Authorities in a Member State or participating state of the EU Civil Protection Mechanism (Albania, Bosnia and Herzegovina, Iceland, Montenegro, North Macedonia, Norway, Serbia, and Türkiye), or in 1 of the 4 countries aspiring to become participants in the Mechanism (Georgia, Kosovo, Republic of Moldova, and Ukraine) are eligible. Only national civil protection or other disaster risk management authorities in the eligible countries are eligible to apply.
Project proposals need to be submitted through the Funding & tender opportunities portal of the European Commission before 24 May 2023. Projects are expected to start in November or December 2023.
DG ECHO will organise an online information session on Thursday 23 March 2023 from 13:00 to 15:00 CET. All persons interested in attending the session are invited to send an email to ECHO-CP-P&P@ec.europa.eu to receive the Webex connection details. - Knowledge for Action in Prevention and Preparedness (KAPP)
The new Knowledge for Action in Prevention and Preparedness (KAPP) call for proposals brings together into one place EU Civil Protection Mechanism funding for disaster prevention and preparedness, and full-scale field exercises.
KAPP will fund activities in EU Member States and participating states in the EU Civil Protection Mechanism as well as neighbouring countries. It is supporting action on disaster prevention and preparedness, and providing a testing environment and learning opportunity through full-scale field exercises. The activities will support the implementation of the Union Disaster Resilience Goals.

An Information Day on the 'Knowledge for Action in Prevention and Preparedness' call for proposals (UCPM-2023-KAPP) was organised online on 10 March 2023.

The action aims to upgrade or repair response capacities to a state of readiness and availability that makes them deployable as part of the European Civil Protection Pool (ECPP) under the EU Civil Protection Mechanism.
Entities established in a Member State or participating state of the EU Civil Protection Mechanism (Albania, Bosnia and Herzegovina, Iceland, Montenegro, North Macedonia, Norway, Serbia, and Türkiye) are eligible.
Please note that all grant applications must be submitted (i) either by the national civil protection authorities and their affiliated entities or (ii) by other entities with the compulsory endorsement of the national civil protection authority.

- Single Country Grants for Disaster Risk Management (Track 1)

This action aims to help civil protection authorities fill technical and/or financial gaps to preparing investments or to strengthening their institutional and policy framework for disaster risk management.

The objective of the action is to upgrade or repair COVID-19 and other health related response capacities to a state of readiness and availability that makes them deployable as part of the European Civil Protection Pool, under the EU Civil Protection Mechanism.

The objective of the action is to develop chemical, biological, radiological and nuclear (CBRN) decontamination capacities to be made available under rescEU, as part of a European safety net to be used when other existing response capacities are overwhelmed.
Entities established in an EU Member State or EU Civil Protection Mechanism participating state (Iceland, Montenegro, Norway, Republic of North Macedonia, Serbia, and Turkey) are eligible.
Please note that all grant applications must be submitted by Member States' competent authorities or other entities authorised by the Member State to develop rescEU capacities and to request and receive financial support from the Commission on behalf of that Member State.

- rescEU: Medical stockpiling
The purpose of the action is to develop rescEU stockpiles of medical countermeasures and/or personal protective equipment, aimed at combatting serious cross-border threats to health. These capacities will be available under rescEU, as part of a European safety net to be used when other existing response capacities are overwhelmed.
Entities established in an EU Member State or EU Civil Protection Mechanism participating state (Iceland, Montenegro, Norway, Republic of North Macedonia, Serbia, and Turkey) are eligible.
Please note that all grant applications must be submitted by Member States' competent authorities or other entities authorised by the Member State to develop rescEU capacities and to request and receive financial support from the Commission on behalf of that Member State.
