The European Commission has set up an operational system to channel in-kind donations from third countries and the private sector to Ukraine. The aim is to help civilians affected by the war in Ukraine.

Via the EU Civil Protection Mechanism, the EU coordinates the overall donation process, from the expression of interest to the timely and safe delivery of donated items to local authorities.

These donations become a part of the rescEU reserves that the EU established to offer an additional layer of protection when disasters strike.

Who can donate?

  1. Private companies
  2. Public entities from inside and outside the EU
  3. Non-EU governmental institutions

What support is available? 

  • Matching offers with outstanding needs

  • Finding a recipient for the goods in coordination with Ukraine

  • Transport coordination and advice

  • Communication with recipient authorities

  • EU-funded transport from hub to Ukraine

  • Temporary storage, handling and customs support (entry EU)

What can be donated?

The European Commission is in direct contact with Ukrainian authorities to know the most urgently needed items on the ground.

Currently, we are collecting donations of the following items.

Numerous boxes of power transformers ready to be transported to Ukraine
Part of the 169 power transformers donated by a philanthropic organisation in Australia. Public buses donated by a donor in France to Ukraine.

Donation process at a glance

  1. Entities can express their preliminary interest by contacting the European Commission Donations Team via ECHO-Donationsatec [dot] europa [dot] eu (ECHO-Donations[at]ec[dot]europa[dot]eu).
  2. We will evaluate the offer and ensure that it matches the needs identified by Ukrainian authorities.
  3. The goods are formally offered to Ukraine.
  4. We will send you a donation agreement to be signed with our partner managing the donation hubs (RARS).
  5. Transport the goods to one of our donation hubs in Poland.
  6. We will store and quality check the donated items.
  7. From there, the ERCC will coordinate and fund the delivery of the items to Ukraine.
  8. We will inform you once the donation reaches its destination.

The operations are carried out in cooperation with the Governmental Strategic Reserves Agency of Poland (RARS).
