The Union Civil Protection Mechanism co-finances projects that support Member and participating states’ efforts in the field of disaster preparedness and prevention.
Disasters caused by natural and human-induced hazards, acts of terrorism, technological, radiological and environmental accidents know no borders. Experience shows that cooperation in civil protection among European countries makes prevention and preparedness more effective and, ultimately, protects lives and economies.
Through prevention and preparedness projects, the EU facilitates cooperation between the 27 EU Member States as well as Bosnia and Herzegovina, Iceland, Montenegro, North Macedonia, Norway, Serbia, and Turkey towards 2 common goals:
- protect people, the environment, property and cultural heritage against disasters
- increase the level of disaster preparedness and respond to emergencies quickly and efficiently.
Funding opportunities are available through annual calls for proposals helping civil protection authorities and their partners develop actions for disaster risk management. This programme has a 2-track approach and awards grants for single-country (Track I) or multi-country projects (Track II).
Track I: Single-Country Grants
These grants are made available under the Action: “Assistance to Member States for the preparation and implementation of disaster risk management actions” of the EU Civil Protection Mechanism.
This funding track provides financial support to the national civil protection authorities of Member and participating states for the development of strategic activities (including feasibility studies, proposals, policies and plans), which can leverage investments for greater disaster risk management impact.

Track II: Multi-Country Grants
These grants are made available under the Action “Prevention and Preparedness Projects on civil protection and marine pollution” of the Mechanism.
This funding track supports multi-country partnerships that aim to advance cooperation in disaster preparedness and prevention between Member and participating states, EU neighbourhood and enlargement countries that are not participating states.
These grants promote cross-border collaborations for disaster resilience and target a broad array of stakeholders, e.g. national and sub-national civil protection authorities, universities, international organisations, NGOs and the private sector.

In the Multi-Annual Financial Framework (2014-2020), the EU Civil Protection Mechanism has financed 132 cross-border projects through yearly calls for proposals:
