The international humanitarian law, or ‘rules of war’, is a set of rules that seek to limit the effects of armed conflict.
Violations of international humanitarian law continue to be among the most critical challenges for protecting civilians and humanitarian and medical workers.
Together with the International Committee of the Red Cross (ICRC), the EU remains committed to promoting compliance with international humanitarian law.
Civilians are not a target.
