European Civil Protection and Humanitarian Aid Operations

The Evacuation Ready (EvRe) project aims to deepen cooperation between the Red Cross and Civil Protection Authorities by focusing on enhancing capacities for the set-up and organisation of evacuation centres and by collaborating with various emergency support services.

The EvRe project will create standard operating procedures for joint operations by establishing new capacities for large-scale evacuations in cross-border operations that have been caused by emergencies, natural disasters or other types of hazards.

The project strengthens the Red Cross’ auxiliary role to the authorities in large-scale emergencies at a national and regional level. Red Cross staff members will be trained with a focus on the implementation of the Host Nation Support Guidelines after creating standard operating procedures and a training package. A volunteers’ training package will be established for evacuation centre activities.

Training of Trainers will be organised in each of the Baltic countries. Cross-border operational cooperation in disaster response will be tested in a table-top exercise and a field training exercise. The table-top exercise will focus on how to receive international assistance and how to work together with the Red Cross and Civil Protection Authorities. The field training exercise will be based on a maritime scenario with the focus on establishing and running evacuation centre activities.

The project will take an all-hazard approach. In situation training, marine scenarios will be utilised as a platform for joint planning but will not exclude other type of scenarios.

As a result of the EvRe project, there will be improved cooperation and coordinated capacities as well as improved practical capabilities in the prevention of, preparedness for and response to disasters between the Red Cross and Civil Protection Authorities. After the project, both the Red Cross and Civil Protection Authorities will have strengthened their capacities to respond to large-scale national and cross-border disasters that require a coordinated approach.
